平时关注融资租赁公司方面新闻的朋友都知道，去年8月26日召开的国务院常务会议中，确定了加快融资租赁和金融租赁行业发展的四大措施，对于企业办理融资租赁公司都有很大的利好因素，其中第一条是“对融资租赁公司设立子公司不设最D注册资本限制”，这在一定程度上降低了融资租赁的准入门槛。
我们先以中外合资和外资融资租赁公司为例： 中外合资融资租赁公司注册的条件： 最D注册资金1000万美元（或者人民币折合美元1000万）以上；两年以上的外资企业，外资企业资产总额，500万元以上；有融资租赁公司相关专业的人员和企业高管；（上述所有的资料要真实准确） 外资融资租赁公司注册

： First，外资公司必须两年以上，持续经营；second，资产总额，折合美元，至少500万美元以上；third，公司得开的出，至少7位的资信证明，不小于7为数港币；（上述所有的资料要真实准确） “门槛降低”前后区别：自贸区内注册的成本与之前相比，当前改为备案制，有些原先成本很高的资质文件不要提供了，所以成本下降很多，硬性材料和需求不变，比如地址；自贸区外条件没有多少变化，具体情况还是需要根据企业自身情况来评估是否适合办理融资租赁公司。
