《条例》第十八规定：经营性人力资源服务机构开展人力资源供求信息的收集和发布、就业和创业指导、人力资源管理咨询、人力资源测评、人力资源培训、承接人力资源服务外包等人力资源服务业务的，应当自开展业务之日起15日内向人力资源社会保障行政部门备案。

- 利用互联网从事人力资源服务备案业务（如网络培训、网络测评等），还需提供《中华人民共和国电信与信息服务业务经营许可证》。
- 法定代表人（负责人）指定委托人申请备案的，还需提供《授权委托书》和被委托人身份证件。
