Port communication东南网3月13日讯（福建日报记者郑昭）全国人大代表车尚轮提交建议，建议鼓励在自贸试验区设立飞机融资租赁公司。建议指出，目前我国航空金融业的发展面临着境外融资渠道受限，企业融资成本高；新设融资租赁公司门槛高，未能满足自主融资创新的需要；财税政策尚待优化，飞机引进与融资税负偏高等问题。
车尚轮建议：一是推进航空租赁业先行先试，设立飞机融资租赁公司。支持资信良好和业务成熟的航空企业在自贸试验区内设立飞机融资租赁子公司，不设最低注册资本限制，取消对租赁公司业务拓展与融资运作的限制；加大在金融、税收、财政方面的政策支持，鼓励航空企业自主安排融资租赁，建立多渠道、跨区域、高效率的融资平台。
二是拓宽境外融资渠道，鼓励从境外获取低成本资金。
积极支持区内航空企业利用良好的资信，通过跨境贷款、finance lease、发行债券、商业票据及资产证券化等方式，直接获取低成本资金；全面实现离岸市场的人民币与外币融资，增加避险产品的选择范围；对具有真实贸易背景、自身生产经营活动等合法用途的航空企业，开展境外融资杠杆率上调试点，允许其提高境外融资规模；着力扶持区内航空企业在境内外资本市场上市融资；引导鼓励境内外股权投资基金、保险资金等各类资金注入航空企业。
