- 书写申请材料;
- 提交公司所在省通信管理局审批;
- 审批通过领取证书。通信管理局ICP许可证审核标准：
- 申办材料齐全、规范、有效。
- 申请单位必须符合《电信业务经营许可证管理办法》第六条的规定。
电信主管部门应当自收到ICP经营许可证(互联网经营许可证)的申请材料之日起15日内，完成对材料的初步审查。对申请材料齐备的，向ICP申请者发出受理申请通知书。
对ICP申请材料不齐备的，书面通知申请者补齐，ICP申请者将材料补齐后，电信主管部门应当在15日内向ICP申请者发出受理ICP经营许可证申请通知书。电信主管部门应当自发出受理申请通知书之日起60日内完成审查工作，作出批准或者不予批准的决定。
