Port communication设立旅行社，应当具备下列条件：申请设立旅行社，经营国内旅游业务和入境旅游业务的，应当具备下列条件:（一）有固定的经营场所,即申请者拥有产权的营业用房或者申请者租用的、租期不少于一年的营业用房；（二）有必要的营业设施，即2部以上的直线固定、传真机、复印机、具备与旅游行政管理部门以及其他旅游经营者联网条件的计算机；（三）有不少于30万元的注册资本。
旅行社的注册资本，应当符合下列

：（一）国际旅行社，注册资本不得少于150万元人民币；（二）国内旅行社，（30万元注册资金）和质量保证金（20万元现金）。
申请设立旅行社，应当按照下列标准向旅游行政管理部门交纳质量保证金：（一）国际旅行社经营入境旅游业务的，交纳60万元人民币；经营出境旅游业务的，交纳120万元人民币。（二）国内旅行社，交纳20万元人民币。
质量保证金及其在旅游行政管理部门负责管理期间产生的利息，属于旅行社所有；旅游行政管理部门按照国家有关规定，可以从利息中提取一定比例的管理费。
(三）质量保证金的适用范围：（1）旅行社违反旅游合同约定，侵害旅游者合法权益，经旅游行政管理部门查证属实的；（2）旅行社因解散、破产或者其他原因造成旅游者预交旅游

损失的。请求质量保证金赔偿的实时效期限为90天，从赔偿请求人受侵害事实发生时计算。
