- 旅行社业务经营许可证的审批部门是省、自治区、直辖市旅游行政管理部门。
- 审批部门正式受理之后，审批期为20个工作日。
- 审核通过的申请机构将获得旅行社业务经营许可证。
- 申请机构在获得旅行社许可资质的三个工作日内，需向国务院旅游行政主管部门指定的银行开设质量保证金账户，并交纳质量保证金20万人民币。走到这一步，旅行社就可以正式开展国内游和入境旅游业务了。办旅游业务经营许可证所需材料：
- 设立申请书；
- 旅行社章程；
- 选择一个交保证金的银行。

- 经营设施：两部以上、打印机、传真机、电脑、工位。

- 房产证复印件、租房合同原件、企业住所证明两张
- 开户银行出具有的资金信用证明、注册会计师及其会计师事务所或者审计师事务所出具的验资报告（注册资金不得少于30万元人民币）；

- 申请人应在交存旅行社质量保证金后7个工作日内，持交存银行旅行社质量保证金的有效凭证（存单）原件及复印件、存款协议书原件及复印件、企业法人营业执照副本原件、a copy、旅行社责任险保单正本原件及复印件、《旅行社业务经营许可证》到我委行政许可处备案，并可以申请领取《旅行社业务经营许可证》副本。
