- 上一年度纳税数额达到100万元以上，并已在广东省登记的国有企业、collective enterprise、private enterprise，可以申办1个内地入出香港商务车指标（不予增办）。
- 在广东省登记的金融机构，或在内地登记的金融机构在广东省的分支机构，其上一年度纳税数额达到100万元以上，可以申办1个内地入出香港商务车指标（不予增办）。
- 外资企业、“三来一补”企业以及已办理出境公务车的企业，不予办理出港商务车指标。
