莲塘(香园围)口岸粤港商务车指标申领条件同深圳湾口岸、沙头角口岸粤港商务车申领条件一样，按照2025年4月15日实施的粤港澳跨境非营运小汽车指标管理工作措施中非港珠澳大桥口岸粤港商务车指标的申领条件办理。
对已申领港珠澳大桥口岸以外其他口岸投资类港澳入出内地商务车指标的，按增量指标的申领条件办理。对已申领港珠澳大桥口岸以外其他口岸的非投资类港澳入出内地商务车指标，或者已申领港珠澳大桥口岸以外其他口岸内地入出香港商务车指标的，不予增办。
对已申领港珠澳大桥口岸粤港商务车指标而未申领其他口岸粤港商务车指标的，按照新办第1个粤港商务车指标的申领条件办理。
莲塘口岸粤港车牌办理条件分为三种情况：
- 香港企业：以对内地投资为准，符合800万港元投资额和30万人民币年度纳税额的港商
- 内地企业：经核准的国营、民营、collective enterprise，符合5000万注册资金、年销售额和总资产的。
- 个人申请：担任规定级别以上人大代表、政协委员职务的港澳台人士；或者对广东省慈善事业有一定规模贡献的慈善家。
