It is reported that，粤港两地政府同意在莲塘(香园围)口岸开通前发放2000个香港入出内地商务车配额和200个内地入出香港商务车配额。两地政府会根据申请情况，考虑进一步增加配额数量，以满足市民莲塘口岸车牌指标

企业FV车牌（内地到香港的两地车牌）办理条件：在广东省办理核准手续的国有企业、集体企业、民营企业、私营企业，上一年度纳税数额达到100万元以上的，可以申办1辆内地入出香港商务车指标。
企业粤Z车牌（从香港到内地的两地车牌）办理条件：境外投资者到广东省投资，上一年度纳税数额达到15万元以上的可申请1辆入出内地商务车辆牌证；上一年度的纳税数额须到50万元以上的可申请第2辆入出内地商务车辆牌证；上一年度的纳税数额达到100万元以上的可申请3辆入出内地商务车辆牌证；从申办第4辆商务车指标起，上一年度的纳税数额每增加100万元即可增办1辆商务车指标，多不超过15辆。
