ICP证与ICP备案的联系与区别
- 如果网站要申请ICP证，必选要有icp备案，且icp备案必须以公司名义申请，提供服务器的单位必须有idc或isp证且在当地通管局做过备案。
- 所有网站都要有icp备案，但有提供有偿信息服务的网站必须申请ICP证。

- 独立法人公司，公司注册资金100万以上（不需要实缴）
- 公司属于内资企业（外资占股比例不能超过49%）
- 公司股东及法人持有中国身份证（股东及法人不能是外籍身份）
- 公司有独立的域名和网站名称,且网站已备案
- 有与开展经营活动相适应的资金和专业人员
- 涉及前置审批的业务平台，须先取得相关主管部门颁发的经营许可后，才可以申请ICP证。
（如：经营网络游戏业务，须先取得网络文化经营许可证，才可以申请ICP证） 凡是有在线交易的网站都需要办理ICP经营性许可证，如果是线下交易则可以不办理。
