：1、申请人提出经营ICP经营许可证的生产，并报送

- 5日之内完成材料初步审查；
- 两种情况：
- 向申请者发出不受理通知书，并说明理由；
- 向申请这发出受理通知书；
- 受理后，材料送有关部门进行审查；
- 受理后60个工作日内作出是否批准经营的决定；
- 两种情况：
- 不批准，出面通知申请者，并说明理由；
- 批准，颁发ICP经营许可证。
ICP经营许可证办理条件：
- 经营者为依法设立的公司。
- 有与开展经营活动相适应的资金和专业人员。
- 有为用户提供长期服务的信誉或能力。
- 注册资金最低限额为100万人民币。
- 有必要的场地、设施及技术方案。
- 公司及其主要出资者和主要经营管理人员三年内无违反电信监督管理制度的违法记录。
- 国家规定的其他条件。ICP经营许可证办理材料：
- 营业执照副本；
- 法人及股东身份证（注：股东为企业，需提供营业执照及公司章程）；
- Articles of Association；
- 公司主要管理人员及技术人员身份证；
- 三名人员三个月社保记录；
- 接入协议及托管商资质；
- 域名注册证书。
