保险经纪在申请授权及其后为授权续期时，均须令保监局信纳其符合及继续符合所有有关的法例条文，其中包括保监局在以下方面所指明的最低限度规定：(a)行政总裁的提名保险经纪须提名一名行政总裁。The chief executive must be a fit and proper person，并须在资格及经验方面符合保监局所指明的最低限度规定。
在不限制行政总裁的定义的一般性原则下︰(i)如为独资经营，则该独资经营者须被视作行政总裁，并须就该独资经营的经纪业务负起全责；(ii)如为合伙经营，行政总裁须为监督或经营合伙业务的合伙人之一，并须就该合伙商行的经纪业务负起全责；(iii)如为有限公司，行政总裁须为监督或经营该公司在香港的业务的全职董事或全职僱员。
资格及经验保险经纪或由保险经纪提名的行政总裁，必须(1)年满21岁或以上；(2)Be a permanent resident of Hong Kong，或香港居民而其工作签证条款（如有者）没有限制他从事保险经纪业务；(3)至少具有中五教育程度或同等程度学历；as well as(4)符合下列(i)or(ii)其中一项

︰(i)持有认可的保险资格，具备至少两年在保险业担任管理职位的经验，以及如果他打算从事长期保险（包括相连长期保险）经纪业务，除非根据下文第(ii)(2)项获得豁免，必须通过由保监局认可的保险中介人资格考试（“资格考试”）中的“投资相连长期保险试卷”[下文(ii)项的试券(d)]。
(ii)认可的保险资格包括︰(1)英国特许保险学院院士或资深院士（ACII或FCII）；(2)澳大利亚及新西兰保险与金融学会资深准会员或高级会员[ANZIIF（SnrAssoc）或ANZIIF（Fellow）]；(3)美国寿险管理学会会士（FLMI）；(4)特许寿险承保人（CLU）；(5)美国特许财产保险学会会士（CPCU）；
