缺一不可港珠澳车牌申请指标分为两类，一类是内地进入香港，一类是香港进入内地。

申请从内地经港珠澳大桥进入香港的私家车办理的条件有两个，一是在广东省内通过核准手续的国有企业、私营企业、集体企业和民营企业等等；二是在三年内（含申办当年）纳税累计100万元人民币以上，可以申请一辆从内地进入经港珠澳大桥通往香港的车辆。

到我省投资的国外、港澳台商户，其上一年度在我省纳税数额符合以下条件的，可以申办港澳入出内地商务车指标：申办第1辆商务车指标的，上一年度纳税数额须达到15万元以上；申办第2辆商务车指标的，上一年度的纳税数额须达到50万元以上；申办第3辆商务车指标，上一年度的纳税数额须达到100万元以上；从申办第4辆商务车指标起，上一年度的纳税数额每增加100万元即可增办1辆商务车指标，最多不超过15辆。
我省企业上一年度纳税数额达到100万元以上的，可以申办1辆内地入出香港商务车指标。
对企业上一年度纳税数额条件，不再区分山区和非山区，每年年底根据指标使用、口岸通行能力及全省企业纳税平均水平等情况进行调整，上下调整幅度不超过20%。
