据新京报记者搜索发现，网络上确实流传一篇名为《凝聚共识提振精神稳妥推进我县二胎政策得到全面落实》的帖文，帖文内容包括此次网传图片所提到的内容，该帖文至少在2025年就在多个网站被转载。
据观察者查询发现，流传的帖文中还提到，把对第二胎的惩罚改为对第二胎的奖励，副科以上领导都要挂钩到户，摸清不愿生二胎的思想源头，落实生二胎具体措施，坚持“一票否决”方针并坚决落实到位，同时加大追踪否决的力度。
