- 提交ICP许可证申请公司的硬件材料，如公司执照、验资报告等内容。
- 提交至当地通信管理局进ICP许可证初步申请。
- ICP许可证初步申请通过后，由市场管理处发表进行填表。
- ICP证在初步申请后如出现材料不全，将从头开始。
- 通过初步申请后由通信管理局和处进行复审，合格后发证。
