保安服务许可证申请

彭易Aaron说根据保安服务管理条例的规定，设立保安服务机构，必须到公安机关办理特种行业许可证，方可招用营业。保安服务许可证是本条例规定的特别条件之一、2009年9月28日第82次常务会议通过《保安服务管理条例》，2010年1月1日实施。上海是个颁发保安服务许可证的城市。

Application conditions

：注册资本不低于人民币100万元（现无需缴纳）；（一）由保安服务公司委派的法定代表人和主要行政人员。

具有任职所需的专业知识和相关专业工作经验，无刑事处罚，Reeducation through labor，入学教育，强制隔离戒毒或者开除公职或者兵役的不良记录；

Have professional and technical personnel suitable for the security services provided，其中法律、行政法规合格的，应当取得相应的资格；
提供住所和安全服务所需的设施和设备；Have a sound organizational structure and security service management system，岗位责任制，Security guard management system。

保安服务业是服务业的一部分，不属于我国承诺的开放服务贸易范畴。therefore，可以制定法规来确定我们的安全服务是否向外界开放。also，USA，法国等国家也有类似的安全规定，明确核电站等部门和重要设施涉及国家安全，国家秘密安全不得由非本土安全企业提供。

条例在充分征求有关部门意见和借鉴国家有关做法的基础上，规定外商独资、中外合资、中外合作的保安服务公司，不得向设区的市级以上地方人民政府设立的涉及国家安全和涉及国家秘密的重点保安单位提供保安服务。

该条例规定，跨省行政区域提供安保服务的理由是：保安服务公司由省级人民政府公安机关核发保安服务许可证，其在全省的服务活动能够得到有效监督。However，一旦跨省提供安保服务，其服务所在地的省市级公安机关就无法有效监督，因为它们没有相关信息。

保安服务公司在服务场所向公安机关备案，便于公安机关监督。

公安机关批准的目的是打破保安服务市场的区域封锁和区域垄断，鼓励保安服务公司跨省开展业务，引导保安服务公司依法开展健康竞争。
