Port communication保安服务行为与公民、法人的人身安全、财产安全密切相关，为了规范保安服务行为，条例作了四个方面的规定：一是保安服务公司应当与客户单位签订保安服务合同并至少留存2年备查，对拟提供的保安服务的合法性应当进行核查。
二是设区的市级以上地方人民政府确定的治安保卫重点单位不得聘请外商独资、中外合资、中外合作的保安服务公司提供保安服务。三是保安员为履行职责可以进行查验有关证件、登记、巡逻和守护等活动，但不得限制他人人身自由、搜查他人身体、阻碍依法执行公务。
从事武装守护押运的保安员需要使用枪支的，依照《专职守护押运人员枪支使用管理条例》的规定执行。四是保安从业单位对在保安服务中形成的监控影像资料和报警记录应当至少留存30天，且不得删改、扩散。为了对保安服务活动实施有效的监督管理，条例作了四个方面的规定：一是公安部负责全国保安服务活动的监督管理工作。
县级以上地方人民政府公安机关负责本行政区域内保安服务活动的监督管理工作。二是公安机关应当指导保安从业单位建立健全相关管理制度，并负责督促落实。三是公安机关应当公布投诉方式，受理投诉，并及时调查和处理。四是国家机关及其工作人员不得设立保安服务公司，不得参与或者变相参与保安服务公司的经营活动。
