？文网文为文化部《网络文化经营许可证》的简称。互联网文化活动分经营性和非经营性两类。经营性互联网文化活动指以营利为目的，通过向上网用户收费或者电子商务、广告、赞助等方式获取利益，提供互联网文化产品及其服务的活动。
对申请设立经营性互联网文化单位的，省、自治区、直辖市人民政府文化行政部门当自受理申请之日起20个工作日内提出初审意见上报文化部，文化部自收到初审意见之日起20个工作日做出批准或者不批准的决定，批准的，发给《网络文化经营许可证》;不批准的，应当说明理由。

- 申请游戏产品运营的网站还应当有未成年人家长监护工程，注册系统必须含有填写真实姓名、身份证号码及一种联系方式的设计填，开通家长专线电话，在网站设置家长监护工程专区。
网络游戏经营单位在产品测试期间，存在以下上网运营情形的：
- 开放网络游戏用户注册的;
- 向网络游戏用户收费的;
