办理劳务派遣许可证流程：(1)劳务派遣组织具备法人资格后，应依照有关规定，到市、区县税务部门进行税务登记。(2)开办劳务派遣组织，由主办单位按隶属关系经区县劳动局(劳动和社会保障局)、市属企业主管部门审核。(3)向市劳动和社会保障局提出申请。(4)市劳动和社会保障局自接到申请之日起20日内进行审核。

(5)对符合条件的，核发《资质证书》。
