广东省财政厅近日发布《关于责令会计师事务所进行整改的公告》（2025年第21号），针对广州方圆会计师事务所（普通合伙）等93家会计师事务所（分所）未按规定取得执业许可问题，责令这些会计师事务所（分所）自收到公告之日起60日（工作日）内进行整改。
公告称：按照《会计师事务所执业许可和监督管理办法》（财政部令第89号，2025年1月2日财政部令第97号修改）第七条、第二十八条规定，会计师事务所（分所）应当向所在地省级财政部门申请执业许可。
经与广东省工商登记注册数据进行比对核查，现有广州方圆会计师事务所（普通合伙）等93家会计师事务所（分所）未按规定取得执业许可。根据《会计师事务所执业许可和监督管理办法》第六十五条规定，现责令上述会计师事务所（分所）自收到本公告之日起60日（工作日）内进行整改，并将整改情况向省财政厅报告。
会计师事务所的合伙人或者股东，应当具备的下列条件：First，持有中华人民共和国注册会计师证第二，在会计师事务所专职执业第三，成为合伙人或者股东前三年内没有因为执业行为受到行政处罚第四，有取得注册会计师证书后最近连续五年在会计师事务所从事审计业务的经历，其中在境内会计师事务所的经历不少于三年第五，成为合伙人或者股东前一年内没有因采取隐藏或提供虚假材料，欺骗，贿硌等不正当手段申请设立会计师事务所而被省级财政部门作出不予批准或者撤销会计师事务所的决定。
