2025深圳市办理境外投资备案商委和发改委的详细流程

商务厅备案的基本流程如下：

1. 企业提交电子材料和纸质文件；
2. 商务部首先进行初步审核，若不通过则需要将缺少的材料补齐，再重新按第1步来进行提交；
3. 如果通过则由商务部或地方主管部门进行受理；有关部门受理后，会在3个工作日内通知是否审核通过，若受理通过即可以领取企业境外投资证书，若没有通过则不能予以备案。

合伙企业对外投资按照国家规定，需要先到所在地商务厅和发改委提交相关材料，进行企业境外投资备案，才能通过银行把资金合法地转到境外去。

在发改委备案的基本流程如下：

1. 境外投资申请表（网上登记）
2. 自贸区公司的营业执照复印件加盖公章
3. 自贸区公司股东决定原件
4. 外国公司的注册资料及翻译件加盖骑缝章和翻译公司的营业执照加盖公章
5. 如果多个中方合作项目（如共同新设）需提供双方协议
6. 如果变更，需提交书面情况说明和投资证书原件。
